PNP for ‘firearms control’ vs. total gun ban

MANILA, Philippines—The Philippine National Police is leading toward a nationwide “firearms control” program than a total gun ban, as calls mount against the absolute ban of carrying firearms for civilians.

PNP spokesman Chief Superintendent Leonardo Espina said on Tuesday that PNP chief Director General Jesus Verzosa was more in favor of firearms control, wherein legitimate gun owners would be subjected to “certain controls,” instead of prohibiting them entirely from carrying guns.

Asked what these “controls” were, Espina said these would only be determined in the upcoming consultative summit on June 4 as part of the PNP’s National Firearms Control Program.

Various stakeholders are expected to have a dialogue to come up with the next steps after the election gun ban is lifted come June 9, Espina said.

A group, calling themselves A2S4 Coalition, rejected calls for a total gun ban.

The coalition, composed of members from gun dealers, government officials, civilians, and even the media, said in their manifesto, “The Filipino should be allowed to carry a legitimate and licensed firearm even outside his or her household or place of business.”

“Together with this privilege, we uphold responsible gun ownership…[and] oppose any attempts to permanently prohibit or ban the privilege of a Filipino to carry a licensed firearm.”

The manifesto was signed by members of the coalition, including Nereo Dionisio, vice president of the Association of Firearms and Ammunition Dealers of the Philippines; Judge Jaime Santiago, president of the Metropolitan and City Judges Association of the Philippines, and other individuals and organizations.

Meanwhile, Nueva Ecija Representative Rodolfo Antonino also rejected plans to extend the election gun ban beyond its deadline.

But Espina said all these concerns would be tackled at the upcoming firearms summit.

“We never said it’s [the matter of the gun ban] is a unilateral decision. We’ll go with the decision of the majority for the greater good,” he told reporters.

Shell, Petron roll back LPG price by P1.50/kilo

Just hours after independent cooking gas retailers said that they plan to cut prices by P1.50 a kilo, oil giants Pilipinas Shell and Petron Corp. confirmed Monday night a similar rollback on their liquefied petroleum gas (LPG) products.

Shell said its rollback on LPG (Shellane) took effect at 12:01 a.m. Tuesday, while Petron’s price reduction on its cooking gas (Gasul) would be implemented six hours later.

Since a regular cylinder of cooking gas weighs 11 kilos, the P1.50 price drop would translate to a reduction of P16.50 per tank. The rollback brings down the suggested retail price (SRP) of Shellane and Gasul to P589.

Meanwhile, cooking gas from the other remaining big oil player, Chevron Philippines (formerly Caltex), retailed for P650 as of Monday night.

Chevron was yet to announce an adjustment as of press time.

Monday morning, LPG Marketers Association (LPGMA) President Arnel Ty said that the group is looking to drop their product prices between P1 and P1.50 a kilo sometime this month.

Even without Noynoy, no-tobacco day a success – DOH

Despite the “defiance" of president-apparent Sen. Benigno Simeon “Noynoy" Aquino III, the Department of Health claimed the No-Tobacco Day activities last Monday were successful.

Health Secretary Esperanza Cabral said Tuesday her department convinced many Filipinos (at least for the whole month of May) to shun smoking, and ordered tobacco firms to place graphic warnings on cigarette packages. [See: DOH orders health info warnings on cigarette packs]

“Maayos naman. Ang buong buwan ng Mayo, nagkaroon ng kampanya against smoking, kasama paglabas ng administrative order na maglagay ng graphic health information sa sigarilyo at alisin ang misleading descriptor like low tar, light at mild (No-Tobacco Day was a success. During the entire month of May, we had a fruitful campaign against smoking, and we issued an administrative order to place graphic health information on cigarettes. We also had the tobacco firms remove misleading descriptors like low tar, light and mild)," Cabral said in an interview on dwIZ radio.

The leading presidential bet had said he is not inclined to quit his habit at this time, saying it may put added pressure on him and affect his decisions.

“Karapatan niya yan, basta wala siya sa harap ng ibang tao at di niya naha-harm ang mga iyan (That is his right, so long as he does not smoke in front of others or harm them with his smoking)," Cabral said.

In the meantime, she said the DOH will continue to give advisories on radio, television and newspapers that smoking is dangerous to one’s health.

Arabs demand independent probe of Israeli raid

UNITED NATIONS — The U.N. Security Council held an emergency meeting Monday on Israel's deadly commando raid on ships taking humanitarian aid to the blockaded Gaza Strip, with the Palestinians and Arab nations demanding condemnation and an independent investigation.

The Palestinians and Arabs, backed by a number of council members including Turkey, also called for Israel to lift the blockade on Gaza, immediately release the ships and humanitarian activists, and allow them to deliver their goods.

Assistant Secretary-General Oscar Fernandez-Taranco said in his briefing to the U.N.'s most powerful body that the early morning bloodshed on Monday would have been avoided "if repeated calls on Israel to end the counterproductive and unacceptable blockade of Gaza had been heeded,"

Turkey's Foreign Minister Ahmet Davutoglu, whose country had been a longtime Muslim ally of Israel, called the raid "banditry and piracy" on the high seas and "murder conducted by a state." He urged the council to adopt a presidential statement circulated by Turkey.

MANILA, Philippines—A labor group has urged apparent President-apparent Benigno Aquino III to persuade American lawmakers to pass a bill that seeks to revive the textile and apparel trade between the United States and the Philippines, and create thousands of new jobs in both countries.

"Mr. Aquino's powerful fresh mandate puts him in a superb position to influence key US legislators to approve the bill," said former Senator Ernesto Herrera, secretary-general of the Trade Union Congress of the Philippines (TUCP).

Herrera was referring to the bill that would allow Philippine-made garments using American fabrics greater access to the US market for men's, women's, and children's apparel, worth some $200 billion annually.

In the process, the proposed Save Our Industries Act would rescue the moribund US textile industry. However, if the US Congress fails to act on the bill, it will expire this December.

"The bill is mutually beneficial to the Philippines and the US. It will spur thousands of new jobs, both in our labor-intensive garments industry and in America's textile sector," said Herrera, former chairman of the Senate committee on labor, employment, and human resources development.

"At present, garments are already our second-largest export to the US, after semiconductors," he said in a news release.

Once Capitol Hill enacts the measure, Herrera said he is counting on a greater number of American garment makers to build new or additional factories in Manila, or to expand their existing contract-manufacturing activities here.

"They will bring in American textiles, provide gainful employment to thousands of Filipino workers who will design, cut, and sew the garments, and then export the ready-to-wear clothes back to the US," he said.

"They will be driven to do this because once their Philippine-made garments are shipped to America, they will enjoy higher margins not just because of the low cost of production here, but also owing to the reduced if not zero US tariffs," Herrera added.

The American firms likely to be drawn to the Philippines include Polo Ralph Lauren Corp., Levi-Strauss & Co., Guess? Inc., Urban Outfitters Inc., Aeropostale Inc., American Eagle Outfitters Inc., Pacific Sunwear of California Inc., Hot Topic Inc., Abercrombie & Fitch Co., True Religion Apparel Inc., The Gap Inc.;
Limited Brands Inc.; Buckle Inc.; The Wet Seal Inc., Zumiez Inc., J. C. Penney Co. Australian shot in Israel ship attack—foreign minister

SYDNEY, Australia—An Australian man was shot in the leg during a deadly raid by Israeli commandos on a Gaza-bound aid ship, Foreign Minister Stephen Smith said on Tuesday.

The man has received hospital treatment, while two Australian journalists on the flotilla were both safe after the "terrible and shocking incident," which left nine pro-Palestinian activists dead.

"We are, through our officials, strenuously trying to ascertain the whereabouts and welfare of any other Australians," Smith told public broadcaster ABC.

"We do know in the case of the two journalists that they are safe. So far as the injured Australian is concerned, he is being provided with consular assistance."

Israel has been widely condemned for the attack in international waters, which prompted Prime Minister Benjamin Netanyahu to cut short a visit to Canada and the United States where he was due to meet President Barack Obama.

Smith said Israel should launch a "credible, transparent" investigation and provide a detailed explanation.

"Firstly I think it is appropriate for Australians to deplore the violence and deplore the deaths," he said.

"Certainly Australia thinks there has to be a credible investigation. The onus is on Israel to effect a credible investigation."

Comelec proclaims Mikey's party-list group, then retracts

The Commission on Elections (Comelec) on Monday proclaimed the party-list group of Pampanga Rep. and presidential son Juan Miguel “Mikey" Arroyo — only to retract it later in the day.

Ang Galing Pinoy (AGP), which claims to represent security guards and tricycle drivers, was among the 28 party-list groups proclaimed after winning the May 10 automated elections.

Comelec Commissioner Gregorio Larrazabal cited pending disqualification cases as the reason why they retracted AGP’s proclamation.

AGP’s proclamation was booed by those present at the event.

A report on GMA Network's "24 Oras" said Mikey Arroyo is currently out of the country.

A member of AGP, meanwhile, dismissed the lukewarm reception given to them by the audience during the proclamation.

"Siguro magpe-perform na lang kami para maipakita sa mga sumuporta at bumoto sa amin na karapat-dapat kami (We'll just perform well to show our supporters that we deserve to be elected)," said Charlie Chua in an interview aired over "24 Oras."

Bayan Muna Rep. Satur Ocampo and Gabriela Rep. Liza Maza had earlier sought the disqualification of Arroyo as the group’s first nominee, saying he is not a member of the sector AGP seeks to represent.

SINGAPORE – Oil prices edged higher in Asian trade Monday as the dollar weakened against the euro, spurring investor demand for crude futures, analysts said.

New York's main contract, light sweet crude for delivery in July, added 43 cents to $74.40 a barrel while Brent North Sea crude for July was up 50 cents at $74.52.

"The oil market continues to take its directions from the financial sector," said Victor Shum, an analyst with energy consultancy Purvin and Gertz.

"The US dollar has weakened versus the euro and we see a small increase in the oil pricing correspondingly," he told AFP.

In Asian trade, the euro bought $1.2314 in Tokyo afternoon trade, up from $1.2266 in New York late Friday. It gained to 112.71 yen from 111.80 yen.

A weaker US currency makes dollar-priced oil cheaper for holders of stronger currency units, which tends to stimulate demand and lift prices.

News that Fitch Ratings had downgraded the sovereign debt of Spain to AA+ from its top AAA rating sent prices retreating on Friday after recovering stock markets and positive data on the US energy market had helped boost sentiment.

With markets in the United States and Britain closed for a public holiday on Monday, trading is expected to be thin, said David Moore, a commodity strategist with the Commonwealth Bank of Australia in Sydney.

Moore added investors will watch for data from the Institute for Supply Management Tuesday on the pace of US manufacturing growth to gauge the impact of the eurozone debt woes on the world's largest economy and oil consumer.

Arroyo starts packing, will be out of Palace before noon of June 30

Outgoing President Gloria Macapagal-Arroyo has started packing in preparation for her departure from Malacañang on June 30, a Malacañang official said on Monday.

“Even before noon June 30, she (President Arroyo) should be on her way out of Malacanang," said Presidential Management Staff chief Elena Bautista-Horn.

Philippine law states that the president and his co-terminus officials should vacate Malacañang before 12 noon of June 30 to give way for the incoming leader and his new staff.

Sen. Benigno “Noynoy" Aquino III, who is likely to win the presidency based on unofficial tally of votes cast last May 10, has earlier said that he would rather stay in their house in Times Street in Quezon City than in Malacañang if elected president.

Bautista-Horn said they respect Aquino’s decision if he wants to reside outside the Palace. “It is up to Senator Aquino wherever he decided to reside once he took his oath of office on June 30 as the newly elected President."

The Arlegui Premier State Guest House, where the president usually holds office, is already being prepared in case Aquino decides to reside within the Malacañang compound, Bautista-Horn said.

“If the incoming President wanted to stay in their residence or live in a condominium then it is up to him but we will still prepared the Arlegui guest house if ever the incoming President changes his mind and stays here instead of the main Palace," she said.

Bautista said President Arroyo, who was elected representative of Pampanga’s second district at the House of Representatives, would reside either in her family residence in La Vista subdivision in Quezon City or in the old Forbes Park home of her parents.

The Commission on Elections (Comelec) on Monday proclaimed the 28 winning party-list organizations in the 2010 automated polls.

Comelec chairman Jose Melo, reading an en banc resolution, announced on Monday afternoon that the following party-list organizations will be awarded seats in the 15th House of Representatives:

The Party-list System Act (Republic Act 7941) says that those who received at least two percent of the total votes cast for the party-list system shall be entitled to one congressional seat each while those who received more than two percent of the votes shall be entitled to additional seats in proportion to their total number of votes.

However, each party-list organization shall not be awarded more than three seats in Congress.

The Comelec has yet to receive all the votes cast for the party-list system, specifically from areas where there were failure of elections.

Included in these areas are seven municipalities of Lanao del Sur, two municipalities of Basilan, and one municipality of Sarangani - where special polls have been scheduled on June 3.

The 1987 Philippine Constitution provides that 20 percent of the seats in Congress be allotted for the sectoral representatives.
